Home Repair Program

An applicant first fills out the Home Repair Program Application and submits it to the RuralEdge Homeownership Center (HOC). From there, the HOC staff reviews the application to determine eligibility. The applicant is then contacted with the results of the review.

If an applicant is determined eligible for the program, the Rehab Specialist from RuralEdge then visits the home to develop a through scope of work. The visit includes photographing the property, especially the areas that need repair, as well as a discussion regarding the needs to develop a scope of work that is satisfactory to the homeowner and the eligibility requirements of the program. A report is then produced and shared with the homeowner and the HOC Director. 

If the project meets the requirements of the program, and the applicant decides to file a formal application, The HOC staff then files a formal application for the program, determining where the applicant is eligible for grants and low-interest loans. This is then presented to the applicant and reviewed. 

Once an application is finalized, the Loan Review Committee, which consists of RuralEdge staff across various departments, as well as members outside of the organization, meet to consider the application. The committee reviews the redacted application materials, including scope of work and anticipated costs, and makes a decision to approve or deny the request.  

If funding is approved for a loan, a commitment letter is mailed to the applicant with the details of the decision. At this point, they can either accept or reject the offer. If accepted, a title search is ordered, when necessary, and applicants may be required to sign a mortgage deed or other necessary documents for filing with their city or town and or the State of Vermont at closing. This means we may need to place a lien on the property.

Under certain circumstances, the applicant may qualify for a grant. If they do qualify, a grant letter is mailed with the details. At this point they can either accept or reject the offer.

Once these steps are completed, the project may begin! HOC staff continue to assist the homeowner with hiring a licensed contractor and address any modifications to scope of work or change in costs.
